York Engineering Limited (York) offers a full range of environmental consulting services to support responsible development, infrastructure planning, and regulatory compliance. We integrate surface and groundwater expertise with a strong understanding of provincial regulations—particularly Ontario Regulations 406/19 and 153/04—to guide clients through environmental due diligence and site management.

Our multidisciplinary team conducts everything from preliminary assessments to intrusive investigations, remediation planning, and long-term monitoring. We support commercial, brownfield, landfill, and infrastructure projects with site-specific monitoring, advanced lab analysis, and integrated data interpretation across soil, groundwater, air, and leachate quality.

Our services include ESAs for property transactions and financing, excess soil assessments, and Environmental Impact Assessments (EIAs) for approvals. We also assist with regulatory submissions and provide expert testimony when required. Every solution is tailored to meet environmental and development goals in a practical, defensible, and cost-effective way.

Services We Provide:

Phase One & Two Environmental Site Assessments (ESAs):
Conducted in accordance with CSA standards and O. Reg. 153/04 for due diligence, property transactions, and approvals. Phase One includes records review, site inspection, and interviews; Phase Two involves intrusive sampling and lab analysis.
Bank-Financed ESA Reporting:
Customized ESA reports to support mortgage financing and refinancing, addressing lender requirements and environmental liabilities.
Excess Soil Sampling & Testing:
Soil sampling, laboratory analysis, and reporting in line with O. Reg. 406/19 to evaluate suitability for on-site reuse or off-site disposal.
O. Reg. 406/19 Compliance Documentation:
Preparation of key regulatory documents including Assessment of Past Uses, Soil Sampling and Analysis Plan (SAP), Soil Characterization Report, and Excess Soil Destination Assessment.
Environmental Impact Assessments (EIA):
Evaluation of potential environmental effects from proposed developments, with recommendations for mitigation and monitoring.
Air Quality Monitoring:
Assessment of ambient air quality, including dust and VOCs, to ensure compliance with municipal and provincial standards.
Leachate Monitoring & Analysis:
Evaluation of leachate generation and movement at landfill or contaminated sites, including sampling and chemical analysis.
Landfill Design & Gas Management:
Engineering support for landfill planning, expansion, and closure, including gas collection and environmental protection systems.
Expert Testimony & Regulatory Support:
Technical opinions, peer reviews, and testimony for environmental approvals, disputes, and compliance matters.
